Men’s President’s Cup Scoring/Seeding Rules

1. How Individuals Qualify

In order to be eligible and qualify for the Region III Men’s President’s Cup, unless prevented by injury or other extenuating circumstance (such as participation in National Ranking Tournaments or extraordinary personal matters), a player shall have participated in at least 3 tournaments within the Region in that season, with at least one tournament from the North and one from the South.  Region III President’s Cup Qualifying Points and rankings will be based on the top three (3) tournament results during the season with at least one tournament included from the North and one from the South in such calculation.  The North will include the Delaware States, The PA States and the Lehigh Classic.  The South will include the Maryland States, the Mid-Atlantic Championships and Charlottesville (or a substitute tournament in the Washington DC Area). 

2. Team Selection*

The Presidents Cup Team shall be selected as follows:  The top eight (8) (or the top ten (10) as long as the President’s’ Cup team is comprised of twelve (12) players) individuals with the highest number of Region III President’s Cup Qualifying Points for the respective season shall automatically be invited to participate on the Team.  The remaining members of the Team shall be selected by a Region III selection committee comprised of one person from the North Sub-Region, one person from the South Sub-Region and the Region III President as “Captain’s Picks.”  The prior term’s Region III President will be one of the committee members.  The Committee shall consider whatever factors deemed appropriate in making the selection, including, but not limited to, Region III points and National ranking points (not duplicative for the same tournament), pairings and compatibility, prior P Cup experience, side of court, injuries (both during the year and at year end), results while being paired with an out of region partner, the overall team, etc. 

NOTE:  The Captains Picks will be made in a manner similar to selection for the US Golf Ryder Cup Team.  The Captains Picks shall be players that the Committee believes will provide the most overall benefit to the team.  Such benefit may be in the form of experience, chemistry, emotional or psychological support, heart, priorities of P Cup v. Nationals or other intangibles that one brings to the team.  Just as the Ryder Cup Captains picks have frequently been individuals whose points for the year were not even in the top 20 or participation in less than 3 regional tournaments, so may it be the case for Reg. III P Cup player selections.  Furthermore, a Captains Pick may be dependent on the participation of another player or players on the Team.

3. P Cup Team Lineup*

The partner pairings and the lineup order shall be at the discretion of the Captain, with the caveat that there is a credible basis for the order.  The President’s Cup Qualifying Points are solely for qualifying for the team, not the lineup pairings or playing order; however, the Captain may give such weight to such points as the Captain deems appropriate.

5. Tournament Weightings*

Men’s PCQ tournaments will be weighted, based upon the number of Top 25 Region III ranked players that enter any given PCQ tournament* (see below).  The weightings are as follows:

How to determine a PCQ tournament weighting:  Using the best 3 tournament results (considering the sub-region diversity requirement as appropriate) out of the previous complete set of PCQ tournaments through the respective current tournament, the Top 25 Region III active players are identified (discretion regarding extended injuries, moves, national play, etc. will be considered).  The number of Top 10 and Top 25 players that participate in a PCQ tournament determine the weighting calculation as follows:  double the number of Top 10 players and add the number of Top 25 players that were in the original draw for or competed in the respective tournament.  For example, if 6 Top 10 players and 15 Top 25 players (including those in the top 10) competed in the MD States, then you would have a point total of 27 (6 x 2 + 15), which would be a 2.3 tournament weighting (see chart above).  Discretion by the Reg III President may also be used, such as injuries and other factors.  In general, there is a preference for providing higher weight.  Depending on the number of Reg III entrants, C-Ville may simply be treated by combining both Reg III and Reg VII players. 

6. Region III Scoring in National Tournaments and Teaming with Out of Region Partner

Certain Region III PCQ tournaments may contain players from outside the Region.  In a National Ranking Tournament, which is also a PCQ, all regional points (except reprieve bonuses unless necessary for differentiation purposes) shall be awarded to Region III teams based on their finish.  In a Region III PCQ Tournament that is not a national ranking tournament, a Region III team losing to a team with one or both players from outside Region III shall be awarded points as if they had advanced one more round. 

If a Region III player teams up with an out of region player, not only will his points not be counted, but that player will not be counted (if a Top 25 player) in the weighting of that tournament.  Players ranked below that person will be ‘bumped up’ to be included in the Top 25.  Note that his results may be considered in connection with his National Ranking points. 

7. Seedings*

Seedings for PCQ tournaments shall principally be based on (i) the Region III President’s Cup Points earned by the participants in their best 3 of the preceding season’s Region III PCQ tournaments (without regard to the North/South diversity requirement), (ii) results and points in National Ranking tournaments (iii) consideration of prior results with the respective partner and (iv) other subjective criteria.  The Region President shall notify each tourney chairperson of the point standings, situations requiring obvious discretion and the ultimate seedings for the respective tournament.  Except for the top 8 (or top 10 in the event of a 12 member team) players with the most Region III President’s Cup Qualifying Points who shall automatically be invited to participate on the Region III Presidents Cup Team, Points are NOT the determining factor. 

*  Notwithstanding the above, there may be exceptions to the basic rules.  As no system is perfect, Players understand that occasionally discretion will need to be imposed by the Region III President to yield the appropriate results.  The President will strive to minimize the amount of discretion that is imposed and shall be available to explain the basis for such discretion.   Players should not get overly focused on the Points!

Women’s President’s Cup Scoring/Seeding Rules

Eligibility

Must be a regular APTA member in good standing. Must be a resident of Region III.

Qualifications

The top ten point earners, who commit to play, will qualify for the team based on point totals accrued from the best 3 of 6 Region III PCQ tournaments. The 2 subs will be the next 2 available players on the points list.

Region III tournaments will be weighted based on the relative strength and depth of the draw as determined by the Region III Chairperson. The weighting of the tournaments is determined by the following formula:
After the tournament, count how many top 10 YTD players have competed and Multiply by 2
Count how many of the top 25 YTD players have competed. Add this to the first number.
Scale: 0-10=1.0; 11-16=1.8; 17-24=2.0; 25-35=2.3; 36-45=2.6 

PCQs will be open
If a person plays with someone from outside of the region, they will receive 0 points.
If a team loses to someone from outside the region, the Region III team will be awarded points for reaching the next round.
Full points will be awarded to all finishers regardless of the national ranking of any Region III partner.
No points will be awarded to teams who default (injury related defaults, are the only exception).

Ties will be determined in the following order:
Head to head results.
Number of President’s Cup Qualifying tournaments entered and evaluation of quality of teams beaten.
Flip of a coin.
Once the top ten players are determined, actual partnerships will be selected at the discretion of the qualified players and ultimately the Region III Chairperson or designated captain.

Seedings

All seeds for PCQ tournaments will be determined by taking the best three of each person’s last four tournaments played. These standings will be viewed from the prior paddle season. If an individual has not played tournaments for one year, the Region III president will make a decision as to their seed or placement. Out of town teams will be evaluated on their projected performance.
